Firangiz Aghayeva is the Chief Strategy and Organizational Development Specialist at the Small and Medium Business Development Agency (KOBIA) of Azerbaijan, where she leads strategic planning, performance management, and institutional development initiatives. She plays a key role in strategic reporting, designing KPI systems, and coordinating international cooperation projects with international organizations such as the KOICA, JICA, OECD and ADB.

Firangiz has over 10 years of experience across public and private sectors, including senior HR and strategy roles at KOBIA and Gilan Holding. She has contributed to multiple EU-funded initiatives supporting SME competitiveness, business environment reforms, and rural entrepreneurship. Earlier in her career, she worked with Gilan Construction Group and PWT Wasser und Abwassertechnik, gaining valuable experience in project management and organizational operations.

Firangiz holds a Bachelor’s degree in International Law from Western University in Baku and is a certified SHRM-CP professional. She is fluent in Azerbaijani and Russian, and has advanced proficiency in English and German.
