Profile / Bio: 

Eileen has 38 years of experience in public and private governance serving in various capacities such as  her work in non-profit organizations focused on health, women and children and community development programs as well as her work in the Philippine Senate, Civil Aviation Authority of the Philippine and local government units in Metro Manila, Luzon and Mindanao.

She has come full circle from her position as Chief of Staff of Senator Orlando S. Mercado from 1994 to 1998, assisting in the technical legislative work for the landmark Indigenous People’s Rights Act passed in 1998, she has assumed the role of Program Manager for the bamboo value chain program in Mindanao for Rizome PH working with indigenous people’s communities last year as well as Rizome’s Community Development Lead.

She is also one of the incorporators and was Chief Executive Officer of Breta Consulting Corporation since 2011 (currently on leave) since December 2022. Breta’s work with local governments assisting them thru the use of the Integrated Survey System or ISS as a strategic use of technology and evidenced-based data, guiding LGUs in implementing strategic, micro-targeted methods in delivering services to households with measurable impact.

She is a graduate of the University of the Philippines Diliman in 1986 with a Bachelor of Science degree in Community Development. She is also an Organization Development Certified Professional (ODCP) from the Institute of Organization Development, Florida, USA in 2018.
