Dr. Cindy Cisneros-Tiangco is the Director of Emerging Areas, ADB Energy Sector Group.

 

Cindy has been instrumental in many firsts in the Energy Sector. She led the design of Uzbekistan’s International Solar Energy Institute and its solar roadmap, which led to gigawatt-scale deployment in under 10 years. She catalyzed ADB’s first solar project in Afghanistan, conceptualized ADB’s first energy sector financial intermediation project in Armenia, and introduced the renewable energy auction mechanism in Kazakhstan.

 

Cindy also paved the way for the demonstration of new renewables, such as floating solar PV (FPV), through pilot projects in Azerbaijan and the Kyrgyz Republic. In the Pacific, Cindy is leading ADB’s first energy sector projects in Kiribati and Tuvalu. As part of the FPV roadmap she advanced for 11 Pacific island countries, she also developed the first near-shore marine FPV projects, along with productive uses of energy, in Kiribati and Tuvalu. She piloted joint procurement and regional procurement in ADB, embodying ADB’s shift to new ways of working under NOM.

 

Cindy holds a Bachelor of Science in Electrical Engineering (cum laude), a Master of Engineering major in renewable sources of energy, and a PhD in Mechanical and Manufacturing Engineering.
