Digital Development Specialist (DPI and Digital Government), ADB Profile / Bio Carolyn Florey is a Digital Development Specialist (Digital Public Infrastructure and Digital Government Lead) at the Asian Development Bank. In this role, Carolyn drives DPI integration across and within sectors, supporting developing member countries (DMCs) on the design and implementation of digital projects. Formerly, Carolyn Florey was the Senior Director, Technology for Development at Mercy Corps, a US-based humanitarian and development nonprofit, of a team contributing to data science and artificial intelligence, digital peacebuilding, digital cash, climate and technology, and digital information components of global projects. Prior to this role, she was the Technology for Development Lead at the International Rice Research Institute (IRRI) in Los Banos, Philippines where she led the Digital Tools and Big Data Research Unit and worked to leverage digital technologies for agricultural research for development with a focus on strategic leadership, project design and management, and internal and external stakeholder engagement. Before IRRI, Carolyn was the Director of Collective Impact at the Digital Impact Alliance, where she managed the stewardship of the Principles for Digital Development and donor collaboration for more effective digital development investments. Prior experience includes the United Nations Foundation, World Bank, USAID, the Inter-American Development Bank, a women’s health NGO in Delhi (Breakthrough), and as a Fulbright grantee in Jeonju, South Korea. Carolyn serves on the Board of Directors for Guttmacher Institute and Harpswell Foundation. Carolyn has a BA in International Relations and Spanish from Tufts University and an MA in International Development and International Economics from the Johns Hopkins School of Advanced International Studies (SAIS).
