He leads projects that strengthen coastal resilience, safeguard marine ecosystems, and support strategic adaptation planning across Asia and the Pacific. With a background in oceanography and economic policy, Blair brings nearly 20 years of experience in coastal and flood risk management, climate adaptation, strategic investment, and environmental planning, particularly in South and Southeast Asia. His work blends science-based design, nature-based and hybrid solutions, and risk-based approaches to deliver integrated approaches addressing both physical and socio-economic challenges.
