Bernadine Fernz

Bernadine Fernz is the Head of Infrastructure for Asia at the Open Contracting Partnership (OCP), where she advances efforts to strengthen transparency, accountability, and efficiency in public procurement and infrastructure delivery across the region.

With more than 20 years of experience in governance reform, procurement transparency, public contracting, and international development, she has worked extensively with governments, development partners, and other stakeholders to improve the way public resources are managed and invested.

Bernadine is a recognized advocate for open and effective contracting practices, helping organizations leverage better procurement systems to achieve improved infrastructure outcomes, greater public trust, and enhanced development impact. Her expertise offers valuable perspectives on how transparent and accountable contracting can deliver lasting value throughout the entire project lifecycle.

She is a barrister by trade with 20 years of experience across the legal, consulting and international development sectors. She graduated with Distinction from the London School of Economics with an MSc in Environment and Development.
