Antonio Zaballos

Antonio García Zaballos is the Director of the Digital Sector Office at the Asian Development Bank, where he leads ADB’s digital transformation agenda across Asia and the Pacific. He previously served as the Lead Telecom Specialist and head of the broadband initiative at the Inter-American Development Bank. Earlier in his career, he held senior roles at Deloitte Spain (leading regulation and strategy for Latin America and the Caribbean), Telefónica (Chief Economist on regulation), and the Spanish Telecom Regulator (Deputy Director for Economic Analysis). Antonio has advised regulators, operators, and governments across more than 20 countries, and serves as an expert to bodies including the World Economic Forum and ITU. He holds a PhD in Economics (University Carlos III of Madrid) and has taught at IE Business School, American University, and Johns Hopkins University. He has authored numerous publications on telecom economics and digital policy.
