Anil Swarup

Mr. Anil Swarup, Former Secretary, Education, Former CEO, Health Financing Scheme, Government of India, is a seasoned civil servant who led India’s national-level efforts in both education and health. 

As CEO of the Rashtriya Swasthya Bima Yojana (RSBY), he introduced innovations in health insurance that directly benefited mothers and children. Later, as Education Secretary, he implemented reforms to strengthen foundational literacy, teacher training, and public-school accountability. His work indirectly supported ECD by improving early learning environments and access to school infrastructure. 

An author and mentor today, Mr. Swarup continues to engage with public policy, advocating for equitable and scalable delivery of services to the youngest citizens.
