Deputy Country Director, ADB Profile / Bio Profile / Bio Akira Matsunaga began his professional career in 1994 with the Overseas Economic Cooperation Fund Japan, where he supported infrastructure development in Asia. Before joining ADB in 2015, he held various roles within the Japanese government, including positions at the Ministry of Finance and the Embassy of Japan to Myanmar. He also served as an Associate Professor at Hitotsubashi University. From 2011 to 2014, he was the Deputy Country Director for the JICA Indonesia office. At ADB, Mr. Matsunaga focused on urban development in South Asia for eight years. He led project teams for urban water supply enhancement in Dhaka and Karnataka, climate-resilient urban flood management in Chennai, and industrial corridor development in Andhra Pradesh. In 2023, as a team leader at ADB, he supported the G20 Infrastructure Working Group to develop the G20 Framework on Capacity Building of Urban Administrations for Financing Cities of Tomorrow. He transferred to the Strategy, Policy, and Partnership Department in August 2023, where he led enhanced corporate operations planning. He assumed the role of Deputy Country Director at the Bangladesh Resident Mission in April 2025. Mr. Matsunaga is a Japanese national and holds a Master of Judicial Science from Stanford University (1999), a Master of Development Policy and Public Administration from the University of Wisconsin at Madison (1998), and a Bachelor of Law from Hitotsubashi University (1994).
