ADB Energy Sector Group welcomes incoming energy directors

On 18 November, Toru Kubo assumed the position of Director, Energy Division at the Southeast Asia Department. Toru has been leading initiatives in energy access, clean energy, and climate change and has successfully represented SEEN in-country programming missions and other government dialogues and developed innovative projects and studies in the energy sector that are consistent with the strategic objectives of ADB.  Toru holds a Master’s degree in Environment and Energy Policy from the University of Delaware, United States and Bachelor’s degree in Mechanical Engineering from Waseda University, Japan.

The Energy Division, Pacific Department will start 2021 with a new Director in Mukhtor Khamudkhanov who is poised to assume the position on 8 January 2021. Mukhtor has extensive experience in strategy and policy development, portfolio management, and energy sector operations, including sector reforms, processing and managing complex energy projects, through his more than 19 years’ work experience in ADB. Mukhtor holds a Doctorate Degree in Technology (Electrical Engineering) from State Technical University, Uzbekistan, and Masters degrees in Financial Management from the University of London School of Oriental and African Studies, United Kingdom, and in International Affairs (Economic Policy Management) from Columbia University, USA.
