Rishikesh Singh is a Portfolio Management Specialist in ADB’s Office of Director General, South Asia Regional Department. He is responsible for implementing the ongoing sovereign portfolio of ADB-financed projects covering six developing member countries in South Asia and spanning the transport, energy, urban, social, agriculture and natural Resources, and public finance sectors. His responsibilities also include assessment of the readiness of ADB-financed projects at various stages prior to approval and commitment. 

Singh is a senior civil servant from India with two decades of experience in the Indian bureaucracy in various positions. Prior to joining ADB in 2020, he worked as director in the Department of Economic Affairs (Ministry of Finance) of the Government of India, where he looked after all aspects of ADB-funded projects in India (Jan 2017-Feb 2020). Previously, his responsibility included the implementation of World Bank-funded projects in India in the rural development, agriculture, water and sanitation, irrigation, health, and education sectors. During this period, his responsibilities also included policy and project implementation for programs and initiatives supported by the International Fund for Agricultural Development (IFAD), African Development Bank (AfDB), and European Bank for Reconstruction and Development (EBRD). He also served as chairperson of the Evaluation Committee of IFAD from July 2016 to March 2018.

Singh is a student of politics and international relations. He specializes in project management, logistics and e-commerce, network optimization, and supply chain management.
