Profile / Bio: 

Maria Carmela Concepcion is a member of the integrity advisory team of the Office of the Head, OAI. She provides advice and support to ADB and external stakeholders in relation to anticorruption and integrity aspects of project documents, agreements and contracts, policies and guidelines, co-financing and collaboration agreements, contract variations involving debarred and temporarily-suspended entities, and other integrity-related consultations. Prior to joining the advisory team, she worked as an investigator for OAI’s Investigations Division for 5 years where she assessed and investigated allegations of integrity violations by third parties and misconduct by staff.

She has 11 years of experience in law and investigations and 11 years of experience in infrastructure and environmental project implementation and policy development. Apart from anticorruption work, her work experience includes environmental safeguards implementation in infrastructure projects, public interest environmental law practice, government procurement as member of a Philippine agency’s Bids and Awards Committee, quasi-judicial adjudication as prosecutor and hearing officer, environmental policy and law enforcement, immigration, administrative and corporate law practice, and litigation.

She received her Juris Doctor degree from the University of the Philippines in 2011 and was admitted to the Philippine Bar in 2012. She received her Bachelor of Science degree in Environmental Science from the Ateneo de Manila University in 2001. She is a certified fraud examiner.
