Profile / Bio: 

Niño Raymond B. Alvina is the Executive Director of the Bureau of Local Government Finance (BLGF) of the Department of Finance (DOF) in the Philippines. As head of the BLGF, he assists the Secretary of Finance in supervising the revenue operations of all local government units (LGUs) and oversees the LGUs’ treasury and assessment operations. He has more than 15 years of experience developing and implementing policies and programs on local fiscal and financial management, particularly on property valuation and taxation, credit financing, professionalization of treasury and assessment services, and local finance data analytics. Niño is a career executive service officer (CESO) and sits as a member of the Board of Trustees of the Philippine Tax Academy. He graduated from the National College of Public Administration and Governance at the University of the Philippines, Diliman, and completed executive programs on fiscal decentralization and metropolitan finance at Duke University and New York University, respectively. Presently, he is on a sabbatical to complete his 2022-2023 Hubert H. Humphrey Fellowship at the Maxwell School of Citizenship and Public Affairs in Syracuse University.
