Joel Yu, chief regulator of the Philippines' Metropolitan Waterworks and Sewerage System Regulatory Office (MWSS-RO) shared lessons gained from implementing public-private partnerships (PPP). He cited several issues and regulatory challenges the MWSS-RO encountered, as well as the ways the office responded to these hurdles. This presentation details his take-aways as a regulator of water concession agreements in one of the fast growing mega-cities in Asia.
