Jhelum Tini Thomas is a Senior Public Management Specialist in SERD. She has worked on public finance reforms at central and subnational government including in fiscal forecasting, budget planning, debt management, expenditure analysis and service delivery. Her country experience includes Afghanistan, Cambodia, Lao PDR, Indonesia, Myanmar and Solomon Islands. She began her career as an Overseas Development Institute Fellow. Prior to joining ADB she has worked for the World Bank, Australia's Department of Foreign Affairs and Trade, and several UK consulting firms. She received her BSc from the University of Bath and her Masters from the London School of Economics in Development Economics. She is currently outposted to the Cambodia Resident Mission.
