Reforms in pension systems are difficult to implement. Ensuring universal coverage, adequate benefits, and sustainability using a single pension scheme has challenged many countries. In Korea, the Duru Nuri Social Insurance Program was introduced to enable the entire nation to widely enjoy the benefits of social insurance through government subsidies.The program has successfuly reduced coverage gaps in the country and has increased the number of subribers to both national pension and employment insurance.
