Profile / Bio: 

Ms. Kelly has worked in power and natural gas for more than 30 years. She has extensive experience in power, and gas market regulation and reform, energy efficiency, climate change mitigation, and renewable energy. She served as legal counsel at U.S. Department of Energy (FERC); the merger and acquisition group of Winthrop, Stimson, Putnam & Roberts; Baltimore Gas & Electric (BGE); and the energy law boutique firm Bruder, Gentle & Marcoux. In August 2011, Kelly joined the Asian Development Bank. There, her primary focus has been non-sovereign and sovereign clean energy sector projects, programs, and sector development strategies. She is currently leading Paris Agreement Aligned’ clean energy program and project development throughout the Asia and Pacific Region. Kelly is a juris doctorate lawyer and Master degreed economist. She also holds a Harvard University Kennedy School MPA and holds an MBA.
