Junghun Kim has been deeply involved in the OECD Network on Fiscal Relations across Levels of Government, the OECD Committee specializing on intergovernmental fiscal relations, since its establishment in 2004, and has served as its chair since 2011. He is president and CEO of Fiscal Policy Institute (FPI) in Seoul, Korea. Previously he was Vice President of Korea Institute of Public Finance (KIPF), a government research institute specializing on fiscal and tax policy. He also served in the KIPF as Director of Fiscal Policy Research Group between 2004 and 2018. From 2015 to 2017, he served as Chair of Conditional Grants Evaluation Board of Ministry of Strategy and Finance, and from 2018 to 2019, as Vice Chair of Presidential Special Committee on Fiscal Reform. From 2019 to 2020, he served as Chair of Medium-Term Fiscal Framework Support Committee of Ministry of Strategy and Finance.

He established FPI in 2018 that provides research services on fiscal and tax policy issues. He has consulted for international organizations such as the OECD, the World Bank, and the ADB, and for the Ministry of Strategy and Finance of Korea on various policy issues. He received the Korean Association of Public Finance Award in 2003 and served as editor of the Korean Journal of Public Finance, President of the Korean Association of Public Finance, and as President of the Korea Public Finance Law Association. He holds a PhD in economics from Indiana University and a B.A. from Korea University
