Joy Amor Bailey is an Urban Climate Change Resilience Specialist with the Asian Development Bank (ADB) - administered Urban Climate Change Resilience Trust Fund (UCCRTF) which supports cities in eight countries by improving urban planning, designing climate-resilient infrastructure, and investing in projects and people. She is involved in a diverse range of projects including those on water supply and sanitation, flood forecasting, and early warning systems, coastal management, air quality improvement, e-mobility, post-disaster reconstruction, microfinance, disaster risk financing, and community-led projects. Prior to joining UCCRTF, Joy has worked in South Asia, Southeast Asia, and Pacific regions on climate change adaptation and mitigation, project preparation and implementation, stakeholders’ engagement, capacity development, and environmental and social safeguards.

Her previous assignments included those funded through ICLEI (Local Governments for Sustainability), Clean Air Asia, United States Agency for International Development (USAID), World Bank, The Rockefeller Foundation, European Commission, Cities Development Initiative for Asia (CDIA), and the German International Cooperation (GIZ).

Joy is a chartered urban planner, and in 2008 earned her MSc in Environmental Change and Management from the University of Oxford.
