Profile / Bio: 

Jose Luis Syquia is a Principal Public Management Specialist at the Asian Development Bank’s (ADB) Sustainable Development and Climate Change Department (SDCC), where he focuses on governance assessments and reforms, and the mainstreaming of citizen engagement in the areas of public accountability, transparency and participation. Prior to this, he was the Unit Head for Due Diligence at ADB’s Office of Anticorruption and Integrity (OAI).  He was also Senior Procurement Specialist at ADB’s Procurement, Portfolio and Financial Management Department, and served as Legal Officer and Procurement Lead at the Legal and Compliance Department of the Global Fund to Fight AIDS, Tuberculosis and Malaria, in Geneva, Switzerland.  Mr. Syquia holds a Master’s degree in law and was an ACAMS Certified Anti-Money Laundering Specialist.  He has 22 years of professional experience in the fields of law, governance, procurement, and international aid and development.
