Profile / Bio: 

Divina brings over 38 years of experience in the energy and environment sectors, focusing on electric power industry restructuring, privatization, utility regulation, renewable and clean energy, and climate change. She was a three-term Chief of Party spanning 16 years for three USAID Philippines projects: Building Low Emission Alternatives to Develop Economic Resilience & Sustainability project, Climate Change, and Clean Energy Project and USDOE-led Sustainable Energy Development Program. She is currently a short-term regulatory and tariff specialist for the RTI-led East Africa Energy Program.

Divina began her career in international development as a tariff expert engaged by the World Bank and the Department for International Development in Pakistan and India. She also led a series of capacity building workshops in utility regulation and regulatory actions to climate change in Mongolia, Azerbaijan and Kyrgyzstan under a project funded by the Asian Development Bank covering 8 countries in Central Asia. She was a co-trainer on utility regulation in Thailand and the Philippines for 13 countries in Southeast Asia and the Pacific Islands under the East Asia Pacific Infrastructure Regulatory Forum that was supported by the World Bank. Divina has a degree in Economics from the University of the Philippines and obtained her MBA from the Ateneo Graduate School of Business in the Philippines.
